Young Afghan actor's family proud of Oscar nod

KABUL, Afghanistan (AP) ? Relatives of the young Afghan star of "Buzkashi Boys" expressed more pride than disappointment upon learning on Monday that the Oscar-nominated movie didn't win.

Fawad Mohammadi and Jawanmard Paiz, both 14, donned tuxedos for the ceremony after traveling from Kabul to Los Angeles for a trip down the red carpet.

The 28-minute movie is about two penniless young boys ? a street urchin and a blacksmith's son ? who are best friends and dream of becoming professional players of buzkashi, a particularly rough and dangerous game that somewhat resembles polo: Horseback riders wrangle to get a headless goat carcass into a circular goal at one end of the field.

Fawad's brothers got up early to watch the show, which began at 6 a.m. Monday in Kabul, on an Internet feed provided by The Associated Press. They didn't flinch as actor Jamie Foxx announced that "Curfew" was the winner in the live action short film category.

"Although the movie didn't win, I'm very happy that Fawad made it to such a place. I'm very happy for him. At the same time he is my brother and I miss him," said Fawad's 19-year-old brother, Ahmad Jawad Mohammadi.

"Buzkashi Boys" was directed by Sam French, a Philadelphia native who has lived in Afghanistan for about five years, and funded in large part with a grant of more than $200,000 from the U.S. Embassy in Kabul as part of an effort to encourage Afghans to see the parts of their country that aren't mired in conflict.

Jawanmard, who has been acting since he was five, played the street peddler while Fawad was the blacksmith's son.

The movie ? the first installment in a project aimed at training local film industry workers ? gained international attention when it received an Academy Awards nomination.

Fawad's story got special attention because he was discovered by French while peddling maps to foreigners in the Afghan capital, one of an untold number of Afghan youths hustling in the streets to help earn money for their families.

He started selling chewing gum when he was about seven years old and soon expanded his trade to maps and dictionaries, learning to speak English during his interactions with foreigners on Chicken Street, an area in Kabul with shops selling multicolor rugs, crafts and souvenirs. He was even able to enroll in a private school, thanks to the generosity of some other foreigners unrelated to the film project.

His brother-in-law said it was an important first step for Fawad to act in such a high-profile film and appear among the rich and famous at the Oscars.

"Fawad is not only my relative ... he is a source of pride for Afghanistan. This time he made it to the Oscars. Maybe next time he will win," Mohammad Fahim Nadri said.

French raised nearly $12,000 in an effort to get the boys to Hollywood, but Turkish Airlines and the U.S. Embassy in Kabul stepped in to cover travel costs so he is putting the money instead into a college fund for Fawad.

I'm a 31-year-old genderqueer in Brooklyn with a large family on Long Island. My only sister got engaged 48 hours ago, and she's moving fast on planning the wedding. I have two questions.

Number one question: I texted my sister the only date I wasn't available in the next two years, which is Columbus Day weekend 2013. I have my 10-year college reunion, which I've been organizing. My sister texted me back that they picked this Columbus Day weekend for the wedding even though they have no idea if the places they want will be booked up. It quickly came out that they didn't check with anyone about potential conflicts. She wants me to be the maid of honor, and I'm not sure what to do. She's really upset with me. Columbus Day weekend is of no significance to them (it's not the anniversary of the date they met or anything), and I can't reschedule the reunion.

Number two question: I was born female but do not identify that way. I'm genderqueer and do not look like a girl. I have not worn a dress in 10 years and feel like I'm in drag in one. In the past, my sister said she would consider putting me in a pantsuit-ish kind of thing at her wedding, which would be great, but I am worried that now I'm rocking the boat too much with this Columbus Day thing and I don't know if I should just leave it alone. My girlfriend, who is very pretty and feminine, said if I had to wear a dress, she'd go in a suit and bow tie.

Dan, help! If for some reason my sister can't get her weekend, it will be because they're rushing and everything is booked, but I have already caused trouble! Is it worth it to fight for the pantsuit thing, or should I just leave it alone and do what she wants?

Number one answer: If your sister didn't check with anyone ? not members of her immediate family, not members of her bridal party ? about potential conflicts, then your sister should've anticipated that some of the folks wouldn't be able to attend. Folks who aren't getting married have lives and commitments of their own, which means they can have conflicts, and your sister could've worked around those conflicts if she had cared to ask about them. But she didn't care to ask, because she seems to be one of those brides-to-be who think an engagement ring on her finger puts her ass at the center of the universe. Here's hoping your sister can't get the venue she wants and has to reschedule. If that doesn't happen, TYSM, tell your sister you'll be with her in spirit and send a gift.

Number two answer: The fact that your sister has been engaged for 48 hours and is already furious with her maid-of-honor-elect is a bad sign. You'll be doing yourself, both families, and your sister a service if you stand up to her now. A little pushback now will either prevent your sister from going Bridezilla or get you dropped from the wedding party. You literally can't lose. So tell your sister now that you're delighted to be her maid of honor, if scheduling allows, and that you look forward to shopping for a pantsuit that matches her dress and the dresses of her bridal party. If she tells you that you have to wear a dress to be her maid of honor, TYSM, then it's clear that the dress is more important to your sister than the person wearing it, and you should tell her to find someone else to model it at her wedding.

My boyfriend and I are talking about getting married, and I am incredibly excited about marrying this awesome dude. My problem is that my ideal engagement ring is something that looks nice but is cheap. Seriously, a $50 ring would be perfect. I don't want something expensive because (A) it'll make me paranoid about losing it/having it stolen, and (B) I'd rather use the money for something else, like a house. However, my guy wants to spend about a grand on an engagement/wedding ring set. Given his income, this is far from an outrageous expense, but I'd still rather have my $50 cubic zirconia. I've talked with him about this, and we joke about how the stereotypical roles are reversed here, with me being the one who wants to go cheap and him wanting something more. But he's holding fast. Any ideas how I might be able to get my way and make him see that he's my prize, not the jewelry?

The difference between the engagement ring you'd prefer and the ring set your fianc? wants to buy ? $950 ? ain't nothin', NARG, but it's not enough to buy a fucking house. I could see digging in your heels if your fianc? wanted to spend twenty grand on a ring, as that kind of money would go a long way toward a down payment; I could see going to war if he was planning to go into debt to buy you a rock. But learning to pick your battles is the secret to a happy, successful marriage, NARG, and the difference between a $50 ring and a far from outrageous $1,000 ring set isn't worth fighting about. You want to make him see that he's your prize? Let him have his way on this.

Flu shot did poor job against worst bug in seniors

ATLANTA (AP) ? For those 65 and older, this season's flu shot is only 9 percent effective against the most common and dangerous flu bug, according to a startling new government report.

Flu vaccine tends to protect younger people better than older ones and never works as well as other kinds of vaccines. But experts say the preliminary results for seniors are disappointing and highlight the need for a better vaccine.

For all age groups, the vaccine's effectiveness is moderate at 56 percent, which is nearly as well as other flu seasons, the Centers for Disease Control and Prevention said Thursday.

For those 65 and older, it is 27 percent effective against the three strains in the vaccine, the lowest in about a decade but not far below from what's expected. But the vaccine did a particularly poor job of protecting older people against the harshest flu strain, which is causing most of the illnesses this year. CDC officials say it's not clear why.

Vaccinations are now recommended for anyone over 6 months, and health officials stress that some vaccine protection is better than none at all. While it's likely that older people who were vaccinated are still getting sick, many of them may be getting less severe symptoms.

"Year in and year out, the vaccine is the best protection we have," said CDC flu expert Dr. Joseph Bresee.

To be sure, the preliminary data for seniors is less than definitive. It is based on fewer than 300 people scattered among five states.

But it will no doubt surprise many people that the effectiveness is that low, said Michael Osterholm, a University of Minnesota infectious disease expert who has tried to draw attention to the need for a more effective flu vaccine.

Among infectious diseases, flu is considered one of the nation's leading killers. On average, about 24,000 Americans die each flu season, according to the CDC.

This flu season started in early December, a month earlier than usual, and peaked by the end of year. Older people are most vulnerable to flu and its complications, and the nation has seen some of the highest hospitalization rates for people 65 and older in a decade.

Flu viruses tend to mutate more quickly than others, and it's not unusual for multiple strains to be spreading at the same time. A new vaccine is formulated each year targeting the three strains expected to be the major threats. But that involves guesswork.

Because of these challenges, scientists tend to set a lower bar for flu vaccine. While childhood vaccines against diseases like measles are expected to be 90 or 95 percent effective, a flu vaccine that's 60 to 70 percent effective in the U.S. is considered pretty good.

By that standard, this year's vaccine is OK. The 56 percent effectiveness figure means people have a 56 percent lower chance of winding up at the doctor for treatment of flu symptoms.

For seniors, a flu vaccine is considered pretty good if it's in the 30 to 40 percent range, said Dr. Arnold Monto, a University of Michigan flu expert.

Older people have weaker immune systems that don't respond as well to flu shots. That's why a high-dose version was recently made available for those 65 and older. The new study was too small to show whether that made a difference this year.

The CDC estimates are based on about 2,700 people who got sick in December and January. The researchers traced back to see who had gotten flu shots and who hadn't. An earlier study put the vaccine's overall effectiveness slightly higher, at 62 percent.

The CDC's Bresee said there's a danger in providing preliminary results because it may result in people doubting ? or skipping ? flu shots. But the data was released to warn older people who got shots that they may still get sick and shouldn't ignore any serious flu-like symptoms, he said.

The new data highlights an evolution in how experts are evaluating flu vaccine effectiveness. For years, it was believed that if the viruses in the vaccine matched the ones spreading around the country, then the vaccine would be effective. This year's shot was a good match to the bugs going around this winter, including the harsher H3N2 that tends to make people sicker.

But the season proved to be a moderately severe one, with many illnesses occurring in people who'd been vaccinated.

Two-time defending champion Japan said yesterday that it has already chosen its 28 players for circulation in this year?s World Baseball Classic. Its title defense begins on March 2 at Fukuoka Dome against Brazil in Group A, which also includes Cuba and China. Ichiro Suzuki, who is currently playing for the New York Yankees, and Yu Darvish, who is currently playing for the Texas Rangers, are both stationed in the United States and would have a difficult time preparing and playing with the national team having that kind of situation. So, national team manager Koji Yamamoto had to choose his players from the 33 candidates playing in domestic professional leagues. His 13-member pitching staff is led by 24-year-old right-hander Masahiro Tanaka, who was part of the Japan side during the 2009 tournament. He had a record of 10-4 with a 1.87 ERA last season playing for the Rakuten Eagles. Japan?s offense will be led by Shinnosuke Abe, who hit .340 with 104 RBIs and 27 home runs last season to help the Yomiuri Giants win the Japan Series.

In 2006, Japan beat Cuba, while in 2009, it beat South Korea, making it the winner of the first two championships. For this year?s tournament, two teams from Group A will proceed to the second round to be held from March 8-12 at Tokyo Dome. The final round will be at San Francisco on March 17-19.

Kim Goldman: Bringing Beige Back

Is life as good as everyone makes it sound on Facebook and Twitter? Everyone I read about or follow has the greatest husband ever, the most amazing in-laws, the best-est boyfriend, the sweetest kids in the world, the awesomest job and the hottest sex life.

Really? Am I the only that one that has some mediocre's, a handful of so-so's and a few decent's thrown into the mix?

Whenever I see updates about how fabulous everything always is, I find myself questioning the legitimacy: Is it really possible to be that happy all the time? Do those people ever have a bad day? Maybe they are believers in "The Secret" -- put good energy out, get good energy back? And don't even get me started on all those memes with the puppies and kittens!

I consider myself a happy person, but honestly, I don't exactly know what that means. Is being happy a state of mind or an actual feeling we have? Is happiness the same as being content? If you're content, does that imply you've settled? If you keep wanting to expand the walls of your comfort zone, does that signify unrest? Does it mean we are unfilled, if we are always seeking more? Ahhhh, the meaning of happiness is so stressful!

I am early into my 40's and experiencing a sense of calm that I haven't felt in a long while. But ironically, that same calm is making me antsy. I resist the notion of settling, and keep setting my sights on bigger and better, but I often wonder if I will ever be just OK with where I am and be content with what I have stashed away in my heart and mind.

I read so many articles about the "steps to happiness" -- mostly, they include health, wealth, education, relationships and spirituality, but if one of those is out of whack, then what? Does the whole system fall apart? I work hard on striking a balance between each of these, but if I am honest with myself, they could all use a little "make-over." Fortunately for me, knowing that, doesn't leave me feeling unhappy as much as it motivates me to keep on truckin'.

So many people I come across talk about their life as being "beige" -- (a term I use to represent ' blah.' It resonated with most, so I am going with it.) They speak of boredom, complacency and a desire to be more than they are. But as they speak their truths, they also acknowledge feeling fortunate for their family, friends, career and personal possessions .. but it is still beige in their eyes. "I just think I am destined for more than this," -- as if the 'this' is bad. Are we bred to think everything has to be unicorns and rainbows? Can beige be the next splash of red?

Tuesday?s State of the Union (SOTU) speech included much that was music to environmentalists? ears.? The headline, of course, is the commitment to take serious action to address the most significant challenge our generation faces ? climate change.? And, with it, the extreme weather and public health burdens that are already making life harder for vulnerable regions and people nationwide, and that stand to become so much worse as the root cause remains unaddressed.

But some of the most exciting aspects of the SOTU message are the nuts and bolts that underlie the top-line goal.? Specifically, the President?s speech recognizes that Americans have an opportunity to achieve many of the carbon reductions we need through actions that create new business opportunities, increase national security and drive economic growth.? In fact, we already are.? As the President noted, the past four years have seen the beginnings of a revolution in American energy production and use ? technological innovations have put us on track to energy independence and renewable resources constitute a growing share of electric generation capacity.

The President?s vision, as outlined in the SOTU, encompasses a next-generation energy system ? one where the system that was revolutionary in Thomas Edison?s time is finally supplanted by a system that meets the needs of our time.? Technological change can bring full-scale transformation, and government can play a role by accelerating technological development.? A future where cars and trucks no longer depend on oil can finally be imagined ? and government efforts can help bring that future into the present more quickly.

Carbon-free wind and solar energy represent a growing share of our resource mix, and ?they can grow to serve a larger and larger share of load.? ?And energy waste in buildings can be cut substantially ? but doing so requires innovations in energy retrofits, building operations and finance, which government can also help to foster.

Finally, President Obama referred to fostering a ?self-healing power grid,? which is extremely important. Modernizing our outdated, aging electric grid and how it is operated (as well as customer-side technology and practices) will help minimize problems that arise from extreme weather events and other disruptions, while also allowing for greater shares of electric demand to be served by resources whose output depends (literally) on something as fickle as the weather.

We've seen many leaks and teasers for HTC's M7 handset, rumored to arrive as the One, but apart from a grainy TV screenshot, we haven't seen its palm-friendly side. French site NowhereElse has allegedly come into possession of yet another press shot of the all-but-unannounced handset, with the back of the black model mostly on show. The side-by-side position of the camera and flash matches the mystery white phone Peter Chou was caught with, and apart from that, we can see a couple of shiny bands near the bottom and top, a small Beats Audio brand, the HTC logo and no apparent loudspeaker grille. We'll inevitably get the full story at the HTC event starting later today, and we'll be there to liveblog every minute of it.

US lawmakers meet with Iranian exiles in Paris

(AP) ? With its militant wing no longer a terror organization as far as the U.S. government is concerned, an Iranian opposition group hosted a U.S. House delegation for the first time Sunday and briefed the lawmakers on the fallout of a deadly rocket attack at a refugee camp in Iraq.

The National Council of Resistance of Iran, a France-based Iranian opposition group, gave a raucous welcome at a Paris hotel to the four representatives, with rhythmic clapping and chants of "Thank You!"

But the talks focused on a Feb. 9 rocket attack at a refugee camp in Iraq that houses many of members of Mujahedeen-e-Khalq, or MEK, the group's militant wing. Seven people died and dozens were wounded, the exile group said.

U.S. Rep. Dana Rohrabacher, a California Republican, accused Iraq of breaking its promise to help protect the 3,100 refugees who now live on the former American military base known as Camp Liberty. He said he hopes the attack will help accelerate international efforts to resettle them abroad, while issuing a warning to the government of Iraqi Prime Minister Nouri al-Maliki.

"Put everybody on notice ? and I think I speak for our whole delegation. ... If there is another attack on these helpless refugees by the government, obviously cleared by the government of Iraq, we will move in the United States Congress and put forward a resolution not only just condemning the act but declaring Prime Minister Maliki and his government state sponsors of terrorism," Rohrabacher told reporters.

Iraq's Shiite-led, pro-Iranian government considers MEK a terrorist group and wants the international community to speed up the resettlement of the refugees elsewhere. NCRI officials say only a handful of refugees have been resettled.

The refugee camp is meant to be a temporary way station while the United Nations works to find host countries for the refugees. They are unlikely to return to Iran because of their opposition to the Islamic regime. Before being moved to the Baghdad area camp, members of the MEK lived in another camp, called Ashraf, in northeastern Iraq ? itself the hub of deadly violence in the past.

The MEK, which is also called the People's Mujahedeen of Iran, opposes Iran's clerical regime and has carried out assassinations and bombings in Iran. It fought in the 1980s alongside Saddam Hussein's forces in the Iran-Iraq war, and several thousand of its members were given sanctuary in Iraq by Saddam. The group renounced violence in 2001 and the Obama administration took the MEK off the U.S. terrorism list in September.

"It was our belief that once we took that unwarranted designation off the MEK, that it would help facilitate the transfer of these helpless and defenseless refugees ... to safe havens in other countries," said Rohrabacher, who heads the subcommittee on Europe, Eurasia and Emerging Threats of the House Foreign Affairs committee. "I personally am disappointed in our government ? and other governments ? that we have not stepped forward more quickly to do this. Hopefully this attack, this murder of these innocent and unarmed people will speed up this process."

But Maryam Rajavi, president-elect of the National Council of Resistance of Iran, said through a spokesman that "there has been no change in resettlement since last week" and "a similar attack can take place any day and any minute."

Rohrabacher all but accused Iran of a hand in the Feb. 9 killings.

"We have to assume that the Iranian government and the Iraqi government are working together in order to murder unarmed opponents of the Iranian mullah regime. I don't believe that it is irrational for anyone to think that this act of terrorism that results in the death of these innocent people isn't a calculated effort ? and the mullahs couldn't do it on their own," he said.

"So we know that Prime Minister Maliki must be working with the mullah dictatorship to accomplish this end."

This Apple TV Concept Video Raises A Big ... - Business Insider

Thanks to countless reports from analysts and others, we've all been expecting an Apple TV for a while now.

These days, Apple shareholders in particular would love to see one come out.

The smartphone market is pretty saturated now, and Apple needs another category to dominate.

But maybe we should all temper our enthusiasm.

A Russian Apple blogger just made a showing off his concept for an Apple TV. (A French Apple blogger spotted it.)

It's?kind of boring. It looks like a TV.

The Samsung Galaxy Note 3 is the next in the line-up and Gizbot said that they would have the device in their top 10 as it would be a worthy successor to the Samsung Galaxy Note 2.

It has been rumoured that the Samsung Galaxy Note 3 is to have the features of the Samsung Galaxy S4.

Rumours about the Samsung Galaxy S4 say that the device will have a display that will be around 5 inches and it would be HD. It has also been said that the device would come with a 13 megapixel camera, with the latest Android installed, plus it might have a new processor.

Reports have also said that the Samsung Galaxy Note 3 could have a bigger display. This may be a jump up from five plus to six plus. A six inch plus display would be OK, if it had a 1080p display.

Last year one of the highlights of the Samsung Galaxy Note 2 was the user interface and the apps from Samsung, which were used with the S Pen. This year is has been said that the Samsung Galaxy S3 will have more advanced features so that it will be better than its predecessor and also to persuade owners of the previous versions to make the update.

The Samsung Galaxy Note 2 was revealed during last quarter and the predecessor will no doubt be coming around the same time. It is thought that the Samsung Galaxy S4 will be launched first, with the Samsung Galaxy Note 3 following close behind. This is thanks to the fact that the Samsung Galaxy S4 has the larger fan base, along with more rivals. These include HTC and Apple of course. Some reports have said that Samsung may reveal the Samsung Galaxy Note 3 by the middle of 2013. This would then drag in more buyers, which in turn would generate more revenue for Samsung, as early as possible.

James Kendrick of ZDNet said that the Samsung Galaxy Note 2 was the best device for him, but he said that it would not be the ideal handset for everyone. So will the Samsung Galaxy S3 be better than its older brother and could it have the 1080p display?

Maker's Mark Execs Explain The Alcohol Content ... - Business Insider

Maker's Mark sparked a big bourbon controversy when it decided to lower the amount of alcohol in liquor.

Loyal customers spoke out and Maker's Mark ended up reversing the decision?quickly.

Geoffrey Kleinman at Drink Spirits spoke with Maker's Mark COO Rob Samuels and his father, chairman Bill Samuels, Jr., about what happened.

The pair talked about the moment when they realized they had totally screwed up.

"It was quickly," Rob explained to Drink Spirits. "After a day or two."

"Yeah, we came into the office Monday thinking that all our friends would accept our rationale for messing around with our whiskey and found that we were like a little bit wrong," said Bill.

"It takes a little while to get your head wrapped around that because our feelings were hurt and our ego was hurt. Then we actually started listening, and the folks were all saying essentially the same thing, and in reflection it made a lot of sense."

Ego is a major factor when it comes to reversing corporate decisions. Sometimes, a company will stick with a decision simply because execs think they know better than their customers and it ends up backfiring spectacularly.

This wasn't the case at Maker's and the folks at the top aren't hesitating to admit that the plan was boneheaded.

?We got the picture quickly and we are not quite as stupid as we were at this time last week,? Bill told Forbes.

It wasn't easy to get over the crushing blow, but they recovered, and it looks like this is going to be a win for Maker's Mark.

Show with Pistorius' dead girlfriend to go ahead

JOHANNESBURG (AP) ? South Africa's national broadcaster says it will screen a reality TV show featuring the dead model girlfriend of Oscar Pistorius, two days after she was shot and killed at the home of the double-amputee athlete.

In a statement Saturday, SABC confirms it will air the Tropika Island of Treasure program "which features the late Reeva Steenkamp."

Pistorius has been arrested and charged with the Valentine's Day murder of Steenkamp, who was shot multiple times in the predawn hours of Thursday at Pistorius' house in a gated community in the South African capital, Pretoria.

The show's executive producer, Samantha Moon, tells The Associated Press that Steenkamp's family wants the show to go ahead. Moon says that the family "wants it on. This is how they want to remember her."

Microsoft Killing Off Windows Live Messenger This April

skypeIt lasted nearly fourteen years, but the days of Windows Live Messenger?or MSN Messenger, as it was named until 2005?are officially coming to an end.

By the end of April, Microsoft will officially retire its standalone Windows Live Messenger service by merging the instant messaging client with Skype.

I find this move to be rather nostalgic, as someone that is born in the early 1990s. At least for me, MSN Messenger was the de facto instant messaging service prior to the days of Facebook, Twitter and even text messaging becoming more traditional mediums for communicating.

Microsoft will officially shut down access to Windows Live Messenger on March 15th, meaning that power users of the service will be forced to switch over to Skype or use a competitive service such as Google Talk or AIM. But, legacy users that barely log on to MSN won?t be transferred until later in April.

    NIH chief: Cuts put vital medical research at risk

    (AP) ? Better cancer drugs that zero in on a tumor with fewer side effects. A universal flu vaccine that could fight every strain of influenza without needing a yearly shot.

    Research into potentially life-saving products like these will be delayed and newer discoveries shelved if Congress can't avert impending budget cuts that the director of the National Institutes of Health warns will have far-reaching effects.

    "All diseases will feel the consequences, I'm afraid," Dr. Francis Collins told The Associated Press.

    "We're in this amazing revolution," Collins added. The faster promising leads are funded, "the more lives are saved."

    The NIH, the leading funder of biomedical research, will lose $1.6 billion this year, about 5.1 percent of its budget, if automatic cuts go through next month. Collins said.

    That means hundreds of medical research projects around the country may go unfunded, while multi-year projects already under way could be scaled back. The ripple effect, Collins said: About 20,000 jobs nationwide could be lost in university and other research laboratories nationwide.

    NIH's budget hasn't kept pace with inflation over the past decade, resulting in what Collins calculates is a 20 percent erosion in the agency's buying power during a time of unprecedented scientific discovery. A decade ago, NIH was funding about 1 in every 3 grant applications. Today that's dropped to 1 in 6, before the upcoming cuts.

    President Barack Obama argued the economic value of preserving medical research in his State of the Union address, saying every dollar the government invested to map the human genome returned $140 to the economy.

    Other health impacts from the planned cuts, as outlined in a letter to lawmakers by Health and Human Services Secretary Kathleen Sebelius:

    ?Health departments will give 424,000 fewer tests for the AIDS virus this year.

    ?About 7,400 fewer HIV patients will be able to get life-saving medication through the AIDS Drug Assistance Program.

    ?The Food and Drug Administration will conduct 2,100 fewer inspections of food manufacturing firms this year.

    ?More than 373,000 seriously ill people may not receive needed mental health services.

    Also, Medicare is slated for a 2 percent cut in payments to service providers. Hospitals and popular private insurance plans through Medicare Advantage and the prescription drug plan will feel the biggest impact. They will be reimbursed at 98 cents to the dollar for services to Medicare beneficiaries.

    (AP) ? President Barack Obama is portraying his State of the Union proposals as elements of a concerted effort to build "ladders of opportunity" into the middle class.

    In remarks Friday at Hyde Park Academy in his hometown of Chicago, Obama says by reducing gun violence, expanding preschool access, raising the minimum wage and improving job training, the U.S. can ensure every child has a chance to succeed.

    He's also calling for initiatives to encourage marriage, strong parenting and responsible fatherhood.

    Obama's address in Chicago is the last leg of a three-day tour to rally support for the ideas he presented Tuesday in his address before a joint session of Congress. Republicans are already voicing skepticism about many of his proposals.

    Latest round of pre-release rumors says no S Pen, but "contactless gestures" are likely

    As it's prone to do in the weeks ahead of a major Samsung announcement, the Korean press is starting to report details of Samsung's next major smartphone, presumed to go by the name Galaxy S4. Citing "industry insiders," Korean newpaper DDaily is today claiming to have a few interesting bits of info about the upcoming Samsung flagship, for which it says Samsung is starting to ramp up component production.

    First up, DDaily reports that the S4 won't stray too far form the design of the Galaxy S3. The "human-centric," "organic" look and feel will return in the new handset, along with the (somewhat controversial) three button-setup. Samsung reportedly experimented with a buttonless arrangement, it's reported, but in the end decided to stick with the familiar home, back and menu layout.

    NEW YORK (AP) ? Millions of people have watched Maggie Smith on "Downton Abbey." But she's not one of them.

    The 78-year-old actress, who portrays Lady Grantham in the popular PBS series, told "60 Minutes" that she hasn't watched the drama because doing so would only make her agonize over her performance. She said she may watch it someday.

    Smith told Steve Kroft, in an interview to be televised Sunday, that what she takes from the role is "the delight of acting."

    She has three Oscars, two Emmys and a Tony Award, but said the "Downton Abbey" role has given her more public recognition than anything in her career.

    The brother of Josh Powell, the Utah man who killed his two young sons and himself in an intentionally set house fire about a year ago, has committed suicide, according to police.

    Michael Powell, 30, jumped from a seven-story parking ramp near his home?in downtown Minneapolis?around 2:25 p.m. on Monday, the Salt Lake Tribune reported. He?died on impact.

    Four people apparently witnessed the fall, a police report said, and the Hennepin County Medical Examiner?s Office confirmed Powell?s death.


    Michael Powell was a doctoral degree candidate in cognitive science at the University of Minnesota, the Tribune reported.

    He was a fervent defender of his brother, Josh, who murdered his sons, Charlie, 7, and Braden, 5, with a hatchet and then lit a match to a can of gasoline in a rented house near Puyallup, Wash., on Feb. 5, 2012. The house exploded within moments, killing all three.

    Days before the explosion, Powell had been denied custody of the children and ordered to undergo a psychosexual evaluation after police discovered hundreds of images of disturbing cartoon sex and graphic depictions of incest on his home computer.

    At the time, he was the only person of interest in his wife?s disappearance. In December 2009, Susan Powell, 28, went missing in Utah, where the family lived. Powell had told police that she had run away from their family during a midnight camping trip.

    Powell had also been in a legal battle in U.S. District Court for Western Washington with Susan?s parents Chuck and Judy Cox over $1.5 million in insurance policies issued to the family.

    Several months before his death, Powell changed his insurance policy to list Michael as the primary beneficiary rather than Susan. Michael was to receive a 93 percent share, and if Michael died, the insurance payout would be split evenly between his sister and father. Powell also made Michael the second beneficiary on his sons' insurance policies.

    Michael Powell also fiercely defended their father, Steve Powell, who was convicted in May 2012 of 14 counts of voyeurism for surreptitious photographs he took of two girls who lived near his home in Puyallup. Powell said he believed the charges against his father, is scheduled to be released in May, had been fabricated.

    J.C. Penney increases credit facility to $1.85 billion

    (Reuters) - J.C. Penney Co Inc said on Tuesday that it increased its borrowing capacity under a bank credit facility to $1.85 billion and expanded the accordion feature of the facility to $400 million, giving the retailer more flexibility as it works on a turnaround.

    It was not immediately clear what the exact value of the facility was previously. The company could not be immediately reached for comment. Last week, the value of a Penney credit facility was reported to be $1.75 billion.

    "As we enter the second year of our transformation, today's announcement reflects the confidence of our banking group in our long-term strategy and further strengthens our liquidity position as we continue to execute our plan," Chief Financial Officer Ken Hannah said in a statement.

    The arrangement of the credit facility was co-led by J.P. Morgan Securities LLC, Bank of America Merrill Lynch, Barclays Capital and Wells Fargo Capital Finance, the company said.
